The first actual test of what became the Blue Box Recycling system was carried out in 1977 at Canadian Forces Base Borden, in a test program serving the PMQ’s (private military quarters) on the base.  Modified plastic containers were provided to all PMQ’s, and research was carried out to determine which types of containers worked best.  The one weakness:  No good data was generated about how a Blue Box might help increase participation.  The reason:  When the Base Commander instructed the soldiers to take part in the program, we immediately had 100% participation!
